The duration of the Government of Ontario’s Emergency Order has been extended until September 11, 2020.  During the initial stages of the COVID-19 outbreak, there were no Pre-Delivery Inspections (PDI) scheduled, and home owners and condo corporations would be contacted once the Emergency Order is lifted.  In fact, Tarion did not require the need for in person PDI before closing, with both the vendor and purchaser being present, given the current crisis around COVID-19.  However, if both parties agree to participate with safety measures in place, then the PDI can take place.  However, if no such agreement can be reached, then vendor and purchaser would conduct their own separate reviews.

On the contrary, in recent weeks, as more businesses are resuming operations, Tarion is exercising its own discretion with respect to PDI, and will commence in-person inspections beginning on July 13, 2020.

Inspections will take place under strict protocols based on the health and safety guidelines endorsed by the Government of Ontario.  Prior to the inspection, the Tarion staff, the homeowner and builder’s representative, would be required to complete a pre-screening health questionnaire.  Any defects found would need to be noted on the 30-day form and submitted to the vendor and to Tarion.

If a homeowner is not comfortable providing access to the home for the inspection while the Emergency Order is still in place, Tarion will work with them to determine possible options, including virtual inspections, or even postponing to a future date.
